What salaries do Chubais, Miller and other heads of state-owned companies live on? Who's in charge here: how Igor Sechin argued with Alexei Miller

An investigation into the five-story apartment of Rosneft head Igor Sechin in the center of Moscow prompted the Anti-Corruption Foundation to find out what similar things the heads of other large state corporations can boast about? It turned out that the top managers of Gazprom, Rostec and Transneft, closely connected with budget funds, are almost in no way inferior to Sechin in their craving for luxury. FBK talks about expensive real estate owned by the head of Sergei Chemezov, Alexey Miller and Nikolai Tokarev.

No worse than Sechin

A week ago the public found out Igor Sechin, which he bought in addition to the luxurious yacht “Princess Olga” worth 6.5 billion rubles and the palace in Barvikha (about 3.8 billion rubles). According to The Insider, the top manager received ownership of an elite apartment in the center of Moscow, valued at almost 2 billion rubles, on July 27, 2018.

The five-story apartment is located in the elite residential complex Crystal House in the “golden mile” area - a prestigious quarter between Ostozhenka and Prechistenskaya embankment, at the address per. Korobeinikov, 1. Apartment area - 1229 sq. meters, the apartment is equipped with a rooftop swimming pool, sauna, hammam, wine room and cinema.

As the Anti-Corruption Foundation found out, the head of Gazprom Alexey Miller tries not to lag far behind the “oil king”, owning a three-story penthouse with an area of 775 sq. meters near the government house.

Miller makes up the difference in area between his home and Sechin’s apartment with a second apartment in St. Petersburg - 400 sq. meters(a whole floor with an attic), from which you can see Peter and Paul Fortress, Hermitage and the Spit of Vasilyevsky Island. A pleasant bonus for the head of Gazprom is the official fleet of 11 private jets, which...

Behind Miller the head is coming oil pipeline corporation "Transneft" Nikolay Tokarev. He has three neighboring apartments in the Moscow Swedish dead end. The total area of these apartments is more than 560 sq. meters, and the cost is approximately 750 million rubles.

Tokarev’s daughter owns an apartment for 600 million rubles in the elite residential complex "Bryusova, 19".

Tokarev also has a dacha in the village of Akulinino, next door to Chemezov. Plot in 5 hectares with a house in 1.5 thousand square meters . The land and house are registered in the name of Tokarev’s 67-year-old wife.

Throne for Chemezov

Head of the state corporation "Rostec" Sergey Chemezov owns two apartments with total area 370 sq. meters next door to Nikolaev Tokarev. They are registered in the names of their son and ex-wife.

With a new wife Ekaterina Ignatova Chemezov moved very close to Povarskaya Street, where there are two apartments with a total area 645 sq. meters. Chemezov’s son has an apartment, not in the center, but more modest - 342 "squares" on Vorontsovo Field. The total cost of all apartments of the Chemezov family exceeds 1.6 billion rubles.

In addition, the son of the head of Rostec has a dacha in 700 sq. meters behind 400 million rubles, and Chemezov himself, also next door to Tokarev, owns a dacha in Akulinino - 6 hectares, master's house 1.6 thousand sq. meters, a guest house 500 meters away, a bunch of other buildings and a tennis court lost against the background of the rest of the site.

The interiors of Chemezov's estate are simply amazing - the estate has fountains, a knight's hall and even a throne.

Anti-corruption fighters note that Chemezov’s name as the owner of the property is not listed in Rosreestr; it is replaced by “ Russian Federation».

“Any of you who order an extract for this property in Akulinino today will be greatly surprised. After all, instead of the real owner of Chemezov, the owner is listed there... the Russian Federation! The way to hide Putin's swindler is to simply remove his name from the Russian State Register completely and replace it with “Russian Federation” so that it looks like ordinary state property. At the same time, Chemezov did not sell his dachas and apartments, he continues to use them and declare them, it’s just now impossible to find out exactly where he lives. And we would never have known if we had not kept the old extracts for these areas - before Sergei Viktorovich was coded",” notes FBK.

At this point there was an article entitled “The Golden Sum dissuaded, or Why the forecast of the editors of Kompromat-Ural regarding Ziya(v)udin Magomedov is coming true.” The text of the article dated April 4, 2018 consisted of five paragraphs. Only one of them mentioned Mikhail Kiyko. Mikhail Yuryevich is now the former general director of United Grain Company JSC (UGC). Kiiko stayed in this position for barely a year and a half and was fired in November 2018. JSC "OZK" is half owned by a businessman Ziyavudin Magomedov.

The mention in the above-mentioned article about the “relationship of financial dependence” between Magomedov and Kiiko caused the latter’s displeasure. Mr. Kiyko’s application demanding the removal of the disputed article (all five paragraphs, and not just about Kiyko) was considered by a judge of the Arbitration Court of the Sverdlovsk Region Elena Seliverstova. She fully satisfied the claim, which was far-fetched, in our opinion.

On 01/09/2019 the decision came into force. Following the letter of the law, the editors of Kompromat-Ural deleted the text within the established period. Nevertheless, we will continue to appeal the illegal and absurd, in our opinion, judicial act and thank all readers who assist in this.

We remind you of the feedback address:compromising- ural@ protonmail. com

The May holidays turned out to be hot for the correspondents of the Kompromat-Ural portal. We have new information at our disposal to continue the anti-corruption investigation against the deputy of the State Duma of the Russian Federation Nikolai Brykin. This is a former general of the tax police and the Ministry of Internal Affairs, and now a representative of the lower house of parliament in the Supreme Court (Brykin was delegated to the State Duma in 2016 according to the list “ United Russia"from Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous Okrug and Tyumen Region).

The scandals surrounding Brykin are caused by the fact that the Ugra entrepreneur is from the “list Titova» Konstantin Dyulgerov, forced to flee Russia due to pressure from the security forces, openly accused the retired general of organizing a custom-made criminal prosecution. Dyulgerov revealed the details of his misadventures in detail in an actual interview with Novaya Gazeta. The victim in the dubious case of Dyulgerov is Brykin’s son-in-law Sergey Kiryanov, and the hero of the scandal himself, as the editors of Kompromat-Ural found out, before being nominated to the State Duma, transferred multimillion-dollar development assets on the Black Sea coast to his daughter Valentin Kiryanov(in 2016, Breeze LLC, which was transferred to her, had assets worth almost half a billion rubles on its balance sheet!). Brykin ran for deputy as a modest representative of the “patriotic fund” (legally this was a fiction).

The other day, the editorial office of Kompromat-Ural received a response from the Assistant Prosecutor General of the Russian Federation Valeria Volkova(Valery Georgievich came from the leadership of the Prosecutor General’s Office for supervision over the implementation of anti-corruption legislation). We contacted Yuri Chaika on the issue of verifying the accuracy of the declaration information about the personal welfare of Mr. Brykin. Does the people's servant who is in shortest time after leaving the Ministry of Internal Affairs, he became a dollar millionaire, and then also quickly got rid of his “deserved” wealth before the elections to the State Duma?

In a recent publication by our colleagues from the Tyumen publication 72.ru, it was noted that according to formal declarations, Nikolai Brykin hangs out at the bottom of the deputy rating: “for 2017, his income amounted to “only” 4.8 million rubles. Less than others, but don’t rush to conclusions. He owns two huge land plots, a couple of spacious country houses and a modest apartment of 76 square meters. His wife has a larger apartment: 116 square meters. Also recorded on it are four residential country houses and two plots of land. And all their family vehicles are registered to Brykin’s wife - a Toyota Land Cruiser, a Shore Land SRV31B trailer and a Sea Ray 185S boat. How the lady managed to buy all this “herself”, earning 2.9 million a year, one can only guess.”

An assistant to Yuri Chaika reported to the editors of Kompromat-Ural that “the powers to conduct appropriate checks in relation to deputies State Duma» endowed Duma commission for monitoring the reliability of income information, headed by Natalia Poklonskaya(she is also deputy chairman of the Committee on Security and Anti-Corruption). Therefore, according to Valery Volkov’s response, the appeal about Brykin was sent to the lower house. The editors of Kompromat-Ural will monitor the responses of the State Duma Speaker’s office Vyacheslav Volodin and the profile commission. In mid-April, Mrs. Poklonskaya confirmed to reporters that Brykin is indeed one of the five persons involved in anti-corruption checks carried out by the commission she heads. By the way, in this list Brykin is adjacent to the “pubic” deputy from the LDPR, the hero of immoral sex scandals Leonid Slutsky.

11 thousand defrauded shareholders of the bankrupt investment fund "Yamal" can join the company of depositors of the bank "Ugra", whose claims are directed to the banker arrested the other day Alexey Khotin. As follows from published documents studied by the editors of Kompromat-Ural, more than a billion rubles from Yamal’s assets were used to purchase obviously illiquid bills of the Krasny Bogatyr company, controlled by Khotin. It is obvious that the banker could have pulled off such a large-scale scam only in collusion with former leaders Yamal and fund property management companies.

Last November, the arbitration court’s ruling on the liquidation of the enterprise ended the inglorious history of the Yamal Fund OJSC, which was dubbed the “Yamal MMM” in the press. Almost 11 thousand residents of the Autonomous Okrug were defrauded by the fund's investors, including representatives of the small peoples of the North, whose small incomes were skillfully taken advantage of by swindlers.

In a letter to the governor of the Yamal-Nenets Autonomous Okrug Dmitry Kobylkin from 2010, minority shareholders told how in the early 90s the former general director of the Fund Eugene Sklyarov actively traveled around the cities and towns of the district, not ignoring even the temporary camps of reindeer herders, met with people and persistently invited them to exchange recently received privatization checks for shares of the Fund.

At first, investors who responded to this offer felt confident: the fund converted the collected vouchers into shares of OAO Gazprom, which until 2008 made up 90% of its investment portfolio. And then events began that can only be explained by the selfish interests of the people authorized to make decisions...

Perm security forces hope to detain sooner or later the former chairman of the board of Ekoprombank JSCB Andrey Tueva(TIN 590301312244), who has been in Cyprus for several years, dodging in every possible way from extradition to Russia. According to investigators, Tuev’s machinations to withdraw assets brought the bank to financial collapse, sources of the Kompromat-Ural editorial office note. Today this is perceived satirically, but the accused New Cypriot himself was a member of the organization “Public Commission to Combat Corruption in the Perm Region” several years ago.

By August 1, 2012, Ecoprombank’s obligations to creditors exceeded the financial capabilities of the institution by 847 million rubles! And by the time the license was revoked on August 18, 2014, this amount had increased to 3.1 billion rubles. Ecoprombank was created in 1992 and took 252nd place in the TOP 300 banks ranking. It is believed that 53% of the bank’s shares belonged to the structures of the ex-CEO of Silvinit Petra Kondrasheva, the rest - to the deputy Vladimir Nelyubin(also in the dock, his criminal case is being considered in the Leninsky District Court of Perm) and his companions.

Former chairman of the board of OJSC JSCB Ekoprombank Andrei Tuev fled Russia shortly after the bankruptcy of the bank - on December 8, 2015. According to Interpol, Tuev, his wife Tatiana Mazuka, their son has been registered in Germany since 2011. The German identification cards issued to them, which were valid until the end of 2016, gave the defendants the right to permanent residence in Germany and to free movement in 26 member countries of the Schengen agreement, as well as in the Republic of Cyprus and more than ten other states not included in this agreement.

On June 2, 2016, Tuev’s wife flew from Moscow Sheremetyevo to Munich airport and never returned to Russia. In the bankrupt Ecoprombank, she worked as a member of the board, head of the treasury, and deputy chief accountant - and became suspected of complicity in committing fraud imputed to Tuev.

After sending numerous appeals to the Presidential Administration, the Prosecutor General's Office, the FSB, the Investigative Committee and the Ministry of Internal Affairs, the editorial office of Kompromat-Ural became aware of the arrest of a scandalous lawyer involved in numerous frauds with large property assets. Prisoner - 48 year old Karamzin Kantemir Feliksovich(TIN 773373042820, before changing my passport it was Artur Kokoev). In the registers of the Federal Tax Service he is listed as the director of Nobel Technologies LLC, co-owner of Lie Detector CJSC and Kamchatsky Bear LLC (a legal entity of one employee) and the former co-founder of International Lottery Company LLC (liquidated by tax authorities as inactive). Judging by the abundance of the same type of sugary and laudatory links given by Internet search engines in the first positions, Karamzin tried to hide from the public unpleasant, with a criminal odor, facts of his biography.

Readers and correspondents of the Kompromat-Ural publication are interested in Mr. Karamzin (Kokaev) due to information about his corrupt relationships with government officials and involvement in raider attacks. Now Karamzin is in a pre-trial detention center on suspicion of particularly large-scale fraud. He was detained upon returning to Moscow from the United States, where he ignored requests from Russian law enforcement officers for a long time. As Pravo.Ru reports, the arrest took place at the entrance to Arbitration court city of Moscow. At the same time, Karamzin “became ill,” but the emergency doctors who arrived found no reason for his hospitalization. Did your artistic abilities not help this time?

The circumstances of the arrest indirectly confirm the rumored version about the suspect’s close acquaintances with “werewolves in robes.” According to media reports, Karamzin’s preventive measure was specifically chosen not in the capital, but in the Moscow region - in the Balashikha city court, “due to his connections in the Moscow judicial system.”

In the comments of readers of the Rosbalt news agency it is reported (literally): “the corrupt judges with whom he dealt have long since been reassigned and promoted...” Sources from the Kompromat-Ural editorial board believe that FSB operatives will be interested in the arrestee’s revelations about his connections in the justice system and the actions of the “judicial mafia” (if, of course, there is one in our impeccable rule of law available). In the future, the recorded testimony may be useful for the Investigative Committee of Russia and the High Qualification Board of Judges. Our correspondents, in turn, are also ready to accept interesting information and make it available to the competent authorities. Write:compromising- ural@ protonmail. com

The editors of Kompromat-Ural keep under control information about schemes and scandals surrounding the Naftagaz company. Recent reports from corporate and law enforcement sources suggest that Tokay Kerimov, the beneficiary of Naftagaz, which includes Naftagaz-Burenie, plans to introduce enterprises into the so-called “controlled bankruptcy.” “The scheme may be as follows,” says a law enforcement officer, “not without the knowledge of Tokay Kerimov and general director"Naftagaz-Burenia" Islam Nazaralieva LLCs are registered in the name of third parties, where machinery and equipment are purchased with creditors’ money. Then all this is leased to NG-Burenie at prices with all the signs that they are obviously higher than market prices. Thus, Kerimov has two birds with one stone killed at once. Firstly, cash flows in, and secondly, the creditor’s debt to these same friendly companies is increasing.”

The editors of Kompromat-Ural are collecting new information from knowledgeable specialists to evaluate the presented version. According to the economist Andrey Weber, “such a scheme is used, as a rule, when deliberate bankruptcy is planned. In the situation with Naftagaz-Burenie, the owner Tokay Kerimov and the company’s management are acting according to a well-known scenario - they are doing everything to ensure that debts to friendly companies are higher than to other creditors. Then friendly firms will file for bankruptcy at NG-Burenia, Kerimov will appoint his own person as bankruptcy manager and bankrupt the company as he pleases, most likely transferring all the property to newly created legal entities with dummy owners. In this way, Tokai Kerimov will be able to introduce NG-Burenie into controlled bankruptcy,” the expert sums up his opinion.

It is worth noting that today Naftagaz-Burenie owes over 3 billion rubles to real creditors, and the debt to “front” creditors is likely to be approximately the same size.

The largest operator of waste reform, Municipal Unitary Enterprise of Yekaterinburg "Spetsavtobaza", for whose work the mayor is responsible Alexander Vysokinsky, under the pressure of public protest and the actions of inspection bodies, was forced to admit the exorbitance of his financial appetites. The day before, correspondents of the Kompromat-Ural project learned that Spetsavtobaza had changed its mind about seeking an increase in its tariffs through the courts. Let us remind you that the consideration of the claim in Sverdlovsk regional court The scandalous enterprise ended in failure: Themis sided with the prosecutor's office.

The resonance from the antics of the new leadership of “Spetsatobaza”, which appeared in the municipal unitary enterprise after Vysokinsky’s “reign” at the mayor’s office, has already reached Moscow. For now, it’s up to the federal government, but soon Vysokinsky may “arrive” from the Presidential Administration, which, as any official knows, is not to be trifled with. Head of the Federal Antimonopoly Service Igor Artemiev took personal control of the financial “wishlist” of the EMUP “Spetsavtobaza”. The head of the Regional Energy Commission (REC) of the Sverdlovsk region may get it from Artemyev Andrey Grishanov. This governor's appointee Evgenia Kuyvasheva together with his subordinates, he agreed on tariffs for the garbage operator.

The chief Russian antimonopoly official officially confirmed the fact of an inspection in relation to the regional regional energy commission “in order to determine the reliability and economic justification of tariffs” EMUP “Spetsavtobaza”. According to the editorial office of Kompromat-Ural, the FAS Russia inspection has already pointed out signs of violations of the law committed by the REK members. Now Andrei Grishanov’s department has the right to submit objections to the central office of the FAS, but has not yet done so, Artemyev clarified. In any case, he promises to hold a special meeting of the commission in Moscow on the problem of inflated tariffs of the Yekaterinburg “Spetsavtobaza”. Our correspondents will monitor developments.

Meanwhile, the forecast made by analysts of the Kompromat-Ural portal in one of the previous publications is confirmed. We reported that this is a real Klondike for law enforcement (not only the prosecutor’s office, but, for example, the FSB and the Investigative Committee) and control and supervisory authorities (primarily the regional OFAS under the leadership Dmitry Shalabodova) may become the procurement activity of EMUP "Spetsavtobaza". In other words, where are the billions collected from citizens and businesses under the enslaving “garbage reform” flowing from the municipal enterprise? Particularly interesting are the facts of ignoring transparency requirements and manipulating procurement procedures...

Observers of the Kompromat-Ural publication are working to develop a public investigation into the activities of the EMUP Spetsavtobaza. We are grateful to readers for interesting messages on a topical topic:compromising- ural@ protonmail. com

Five-story apartment of the head of Rosneft Igor Sechin for a long time occupied first place in terms of area in the top 5 apartments of Russian officials and heads of state corporations. The entire entrance in Korobeinikov Lane in Moscow of the elite residential complex “Crystal House”. 1229 square meters. Igor Ivanovich was the unofficial leader of the “apartment rating”. Up to this day.

We are forced to upset the director of Rosneft: the head of Gazprom pushed him off his pedestal. Area of St. Petersburg apartments Alexey Miller on Mytninskaya embankment is 1396 sq.m (that is, he has 167 meters more than Sechin). Moreover, on the same floor with the “Tsar Apartment”, in the same building, there are two more apartments belonging to the head of Gazprom: with an area of 186 and 401 square meters.

We don't know if they are connected, but if so, then Miller's total living area in this house is 1983 sq.m. That is, two mini-football fields or almost a quarter of the Zenit Arena stadium (this is the long-suffering home stadium of the Zenit football club, which is owned and sponsored by our “national treasure”).

House one - addresses two

Between Mytninskaya Embankment and Zoological Lane in St. Petersburg there is a triangle house.

The house in which Miller's "king apartment" is located

This building has two addresses. On the one hand, Mytninskaya embankment, building 5, letter A, on the other - Zoological Lane, building 2–4, letter B. Previously, only one, 400-meter apartment of Miller was written about; Business Petersburg reported about it in 2015. It is located in Zoological Lane.

Nobody knew about the other two - with an area of 1396 and 186 square meters. The apartments are located in the half of the building that directly faces the Neva from the Mytninskaya embankment.

All three living spaces are located at the very top - this is the last (sixth) floor and the attic. Before turning into a whole training ground, the “king apartment” (we are talking about the one with 1396 sq.m.) was divided into six separate apartments, but then they were combined into one.

When the head of Gazprom goes out onto the terrace or loggia, he sees the Neva, the Peter and Paul Fortress, St. Isaac's Cathedral and the Hermitage. Very nice, overall.

View from the terrace of Miller’s “Tsar Apartment”. Some of the premises in the building where it is located are rented by Gazprombank for offices.

Both houses were built by the Revival of St. Petersburg company (part of the LSR Group) in 2012. Miller purchased all these apartments in 2014.

Extract from the United state register real estate

[Lenta.Ru, 01/31/2019, “Details have been revealed about the billion-dollar apartment of the head of Gazprom”: The apartment with an area of 1396.3 square meters at Mytninskaya embankment, building 5, letter A in St. Petersburg really belongs to the head of the state-owned company Gazprom Alexey Miller. Lente.ru was able to confirm this information by receiving an extract from the Unified State Register of Real Estate (USRN).

According to the data received, the apartments were created by combining six apartments on the floor. During construction work doorways were made in the load-bearing walls, the living area of the room was 874.2 square meters, and the total area of the terrace, loggia and balconies was 81.6 square meters. From the loggia of the apartment there is a view of one of the most popular St. Petersburg restaurants - the Flying Dutchman (a large wooden sailing ship), and the Peter and Paul Fortress.

Judging by the extract, based on the results of construction work to combine six apartments into one, an acceptance certificate for the premises was not provided. If you believe the extract from the Unified State Register of Real Estate, this apartment has been owned by the head of the state company since March 22, 2014. The cadastral value of the property, according to the extract, is estimated at 324.7 million rubles. Moreover, this house houses the offices of Gazprombank, Gazpromneft-Aero (the aviation division of the gas holding) and Gazpromneft Shelf (engaged in the development of offshore fields). - Insert K.ru]

Floor and attic for a billion

The cadastral value of Miller's largest apartment is 284 million rubles, but the market value, of course, is much higher. In the neighboring building (Mytninskaya, 3), an apartment with an area of 608 square meters is now on sale for 360 million rubles. That is 1 sq. a meter costs approximately 600 thousand rubles. This means that Miller’s “king apartment” is worth at least 1 billion.

[Gazeta.Ru, 01/31/2019, “Housing for a billion: a king-apartment was found at Miller’s”: According to one of the St. Petersburg realtors, we are talking about an object known as the house “Zoological, 2-4”, overlooking Mytninskaya embankment. An apartment with an area of 1,346 square meters can cost more than 1 billion rubles, confirms Gazeta.Ru’s interlocutor.

“In my opinion, the house was not on public sale. The apartments were allegedly bought by Gazprom employees. At the construction stage, it was already the most expensive house in St. Petersburg,” he said. The house was commissioned in 2012. The project was implemented by the construction corporation "Vozrozhdenie St. Petersburg", part of the LSR Group.

“A three-story underground parking lot with car washes, luxurious halls and staircases, atrium courtyards - everything is provided here to create special comfort. This house is a real embodiment of the dream of true connoisseurs of exclusivity,” says the description of the property on the company’s website. […] At Gazprom, Gazeta.Ru’s questions about publications about the apartment were left unanswered. - Insert K.ru]

By the way, in another neighboring house (Mytninskaya, 7/5) an 8-room penthouse was put up for sale in 2017 for just 1.05 billion rubles.

As private realtor Mikhail Morozan notes, the market price of apartments, if they do not have special finishing, is the cadastral value plus 30%.

At the same time, the sale of such real estate is a unique case each time, and the price is determined individually. With a luxury renovation, an apartment of this size could easily grow to a billion rubles, experts say.

Apartment house and dormitory

On the site of Miller’s modern St. Petersburg residence, until 2008 there was a historical building: the Apartment House of the Kirikov merchants, built in 1887-1888. famous architect Ivan Iors.

At various times, the house housed: the 5th Women's Primary School, the editorial office of the magazines "Bulletin of Fatty Substances" and "News of the Russian Society of Distillery Breeders", as well as the dormitories of the Leningrad State University.

In the late 2000s, the city authorities decided to demolish the houses on the corner of Zoological Lane and Mytninskaya Embankment. Instead of historical buildings, JSC Revival of St. Petersburg erected an elite residential building in 2012.

By the way, singer Diana Arbenina - she lived here in the Leningrad State University dormitory - upon learning about the demolition of this house, she wrote the song “Peter smells of nicotine” (with the refrain “Peter, I will protect you!..”).

They can afford it

Although Alexey Miller is ahead of Igor Ivanovich in terms of apartment area, the director of Rosneft retains the lead in terms of cost: his five-story mansion in Moscow is estimated at almost two billion rubles.

But we are counting the square footage, and therefore we can congratulate the head of Gazprom on his new title - the leader of the “apartment rating” (among the apartments of those officials and heads of state corporations that are known, of course).

By the way, the head of Gazprom for several years topped the list of the highest paid heads of companies according to Forbes. In 2014 his income was according to the magazine, $27 million. Sechin took only third place with an income of $17.5 million.

In 2016, Miller was first again - as calculated by the compilers, a year earlier he earned $17.7 million. (Sechin earned $13 million.) In 2017, Forbes did not release a ranking of the highest paid executives Russian companies, replacing it with a “rating of capitalist directors”, in which the head of Gazprom did not appear.

Sobesednik.ru calculated how much top managers of Russian state-controlled companies earn

Minimum wage in Sechin style

Let’s make a reservation right away: the salary amounts presented in our rating are underestimated. Companies and banks do not disclose how many bonuses were paid to a specific executive. In official reports - only the general meaning.

For example, in 2017, 11 members of the Rosneft board received a remuneration of 3 billion 895 million rubles. On average, each person receives 354 million per year. It is logical to assume that Chairman of the Board Igor Sechin got more. But exactly how much is a secret. Even despite the recent recommendations of the Central Bank to indicate earnings by name.

The game of hide and seek on the part of state managers has been going on for several years. They refuse to disclose information about their property.

When making calculations, Sobesednik relied specifically on average values, less than which the heads of state-owned companies could not earn even theoretically. In practice, their remuneration is two times higher than that of “ordinary” top managers.

And we have not yet taken into account income from owning shares and from bank deposits. So the real income of the heads of companies is many times greater than what we can prove.

At the same time, the considerable yield of managers does not imply their effectiveness. Net profit the same Rosneft last years fell, and the salaries of the top of the company grew. The other day Sechin also asked Vladimir Putin about tax benefits. But he didn’t offer to reduce his salary.

One grain at a time

State managers receive money not only from their main place of work. They, as a rule, sit on the management bodies of other companies - both controlled and third-party ones. Thus, the head of Gazprom PJSC Alexey Miller is also the chairman of the board of directors at Gazprombank, SOGAZ, Gazprom Neft, and Gazprom-Media.

Number

9639 euros Saulius Bilis, general director of the natural gas transmission system operator Amber Grid, receives a month in Lithuania.86 times less than his Russian colleague Alexey Miller. But among the heads of state-owned enterprises in the post-Soviet republic, this is the largest income.

According to Sobesednik’s calculations, Miller’s monthly salary is more than 58 million rubles. This is a thousand times more than most Gazprom employees. For example, at Gazprom Dobycha Krasnodar LLC, a 100% subsidiary of Gazprom, they receive an average of 58 thousand rubles. per month. In Gazprom Transgaz Volgograd, where 5 thousand people work, there are 44 thousand each.

Anatoly Chubais is also torn on several fronts. He sits on the board of directors of JSC Rusnano (1 million rubles per annum), is on the board of directors of PJSC Pipe Metallurgical Company (another 11 million) and, most importantly, chairs LLC Management Company Rusnano (1.05 billion rubles per annum). ). In addition, he collaborates with Skolkovo and heads NovaMedica LLC and RusnanoMedInvest LLC. Chubais promised to lead Rusnano until his retirement. His annual income would be enough for 80 thousand Russian pensioners.

ADDENDUM (14.03.2018; 18:30)

A representative of Rusnano called Anatoly Chubais’s income estimate “baseless.” As confirmation, “Interlocutor” was provided with a copy of A. B. Chubais’s declaration, which is not publicly available, but for 2016. According to this document, the head of Rusnano received for reporting period income in the amount of 325 million 896 thousand rubles, of which from the main place of work - 41 million 773 thousand rubles. The 2017 return has not yet been submitted.– this should be done in April.

State bankers

As it turned out, German Gref earns more at Sberbank than Andrei Kostin at VTB. But in fairness, Sber’s revenue is more significant.

A couple of years ago, State Duma deputy Vasily Shvetsov proposed “tying” the earnings of heads of state corporations to the salary of the president. According to his idea, no one should receive more than the head of state. However, this initiative did not find support from the Duma majority, and the author of the bold document himself could not be re-elected to the next convocation of parliament.

So Putin can still ask for a loan from his old friend, the head of Sberbank. They started working together back in 1991 at the St. Petersburg City Hall. Moreover, the state values Gref’s talents higher than the entire Russian hockey team. For winning the Olympics, 100 million “prizes” were allocated to the entire team, and half a billion to Gref alone.

Medvedev is envious

The salary of another top manager close to the president, Rostec CEO Sergei Chemezov, is 400 times higher than the average for the state corporation (44 thousand per month). Chemezov has been friends with Putin since the time they worked together in Germany. Today he is one of the most influential people in the country. Many resignations and appointments of governors are also associated with his name.

In the regions where Rostec operates, the name of Chemezov inspires awe. There is a whole empire under his management: a total of 453 thousand people work in the corporation’s structures.

But the chairman of the board of Inter RAO UES, Boris Kovalchuk, is connected not only with the president (through his father’s dacha in the Ozero cooperative), but also with the prime minister. During his studies at St. Petersburg State University, Dmitry Medvedev was his teacher. Today, Kovalchuk, who is responsible for the electric power industry, earns 21 times more than Medvedev - officially, of course.

The only top manager of state-owned companies who is not afraid to officially declare income is the head of Russian Railways, Oleg Belozerov. He boldly points out that for his work he has an income of more than 14 million rubles. per month. Meanwhile, Russian Railways is looking for a foreman for a salary of 52 thousand rubles. And a loader - for 20 thousand.

For future employees railway the amounts of income of top managers probably seem fantastic. But if there is one thing that is implausible in Russia, it is the focus of the political establishment on building a just society.

Sechin imprisoned the minister. And Miller imprisoned the senator. Sechin had sausages, baskets and endless Santa Barbara with his own court appearance. And Miller is staging an ancient drama with Bastrykin, Chaika and Matvienko. In both cases there is an additional bonus - the fight against corruption. Miller did it. He is now like Sechin
It is not easy in our cynical times to conceive and stage a fresh ancient drama on the big stage. And hold the premiere in the Senate. So much so that the common public would roar and applaud, and the patricians would carefully decipher the secret signs embedded in the play by the director.

This was beautiful. Moscow, quite early morning, Bolshaya Dmitrovka. The upper house of the Russian parliament is in session. In the hall there are mostly men in expensive suits and watches. It all looks strange: expensive, rich, meaningless. By and large, no one elected them; they all got here after going through a difficult but very successful life path in business and regional politics, which is basically the same thing. The meeting begins, and suddenly the strict and brilliant matron Valentina Ivanovna pronounces from her pedestal that the meeting will be held behind closed doors.

What's happened? What are the secrets? Is it really war? Or a coup.

It's getting alarming. Broadcast disabled. Senators are serious and collected.

Suddenly, Prosecutor General Yuri Chaika and the head of the Investigative Committee, Alexander Bastrykin, enter the hall. Together. Like Pompey and Crassus. Bastrykin takes out a scroll from the folds of his toga and reads out the proposal to lift immunity from Senator Arashukov.

A stocky, red-bearded man jumps up from his seat. He runs up the stairs to the exit of the meeting room. And then Valentina Ivanovna’s voice is heard: “Senator, resistance is useless,” or something like that. Everyone is amazed.

Here the prosecutor general comes to the fore. He already holds his scroll in his hand and reads out the charges against the senator. Oh Gods! There are contract killings, the organization of a criminal community, and destabilization of the situation in Karachay-Cherkessia by calling for the overthrow of the government.

The Senate is asked to vote on lifting Arashukov’s immunity. All in favor, one abstained. Arashukov is surrounded by four strong men from the nightmares of any patrician. They take him out. The anonymous abstainer is horrified. There is a dramatic pause.

Actually, this is where the ancient drama ends and a good thriller begins. Messages arrive every minute. The senator's father was arrested. There is some kind of gas, Gazprom and billions. Murder, and one more. And here’s another video, filmed a few days ago at Arashukov Sr.’s birthday: the entire regional elite, including the top security officials, is dancing around the toastmaster in the person of Nikolai Baskov. And also a powerful personnel officer from Mezhregiongaz.

And then there was a new scandal: the former senator demanded a translator because he spoke Russian poorly. Volochkova gave an interview about how the former senator dirtyly harassed her. United Russia urgently expelled the former senator from its ranks. Telegram channels published photographs of Arashukov hugging the Secretary of the General Council of United Russia Turchak. investigative committee announced the arrests of leaders of the gas industry in the North Caucasus. And then the former senator turned out to be a resident of another state, the UAE.

And how many such patricians do we have? - thought the plebeians.

What is it really for? - thought the patricians.

Who are Russian senators

And this, as usual, is the main question. It’s not that we don’t have senators imprisoned - in fact, there is even one for life, Igor Izmestyev. And Magomed Magomedov, a former senator from the Smolensk region, has been living in Lefortovo for a year now with his brother Ziya. Twelve senators have been convicted over the past 10 years, and three have been put on the wanted list.

Now, in addition to Magomed Magomedov, former senator Vyacheslav Derev is also in custody. Senators organized criminal gangs, hired hitmen, shot up hotels, cheated and stole, one was even convicted of rape. In this sense, the upper house of the Russian parliament is the flesh of the people, every tenth senator ends up in prison. True, the people's criminal articles are drugs, robbery and theft, but senators have a bias towards economic crimes.

Theoretically, it is believed that the Federation Council is the house of representatives of the regions, but no one was ever particularly worried when the same Magomed Magomedov, closely associated primarily with Dagestan, became a senator from the Smolensk region, and Vladimir Slutsker, who was interested primarily in the affairs of the Jewish community, became to the Senate from Chuvashia. In Russia it is not customary to be surprised by this. By the way, Rauf Arashukov got to the Federation Council from Karachay-Cherkessia - where he was born, he came in handy there.

Let me remind you that some senators (representatives of the regional executive body) are appointed by the highest official of the subject of the Federation, and some are elected by local parliaments. Seventeen senators are appointed by the president, this is an innovation that is not yet clear how it works.

It is difficult to explain what senators do. They approve the laws adopted by the State Duma, or they don’t; they cannot change anything there. That is, senators in the evenings watch what the State Duma adopted during the day. Not literally, but something like that. Senators can also approve a state of emergency in the country if the president makes such a decision, change borders and regulate the participation of the Russian Armed Forces if the war is not being waged on our territory - as they do, you can remember in Crimea.

Russian senators are usually very wealthy people. At various times, the senators were banker Sergei Pugachev (from Tyva, now wanted), Vadim Moshkovich (Rusagro holding), banker Dmitry Ananyev (representative of the Yamalo-Nenets District, although he lived and worked in Moscow), Vyacheslav Fetisov (hockey player, represented Primorye), Ralif Safin from Lukoil, Suleiman Kerimov, Boris Shpigel from the pharmaceutical business.

Suleiman Kerimov is currently considered the richest member of the Federation Council. Further, the top 5 richest Russian senators include Valery Ponomarev, Alexander Babakov, Boris Nevzorov and Igor Zubarev. I’m not sure that these names are well known in the regions whose interests they represent in the upper house of parliament - with the exception of Suleiman Kerimov, of course.

Arashukov was still well known only in the North Caucasus, where the senator’s father is considered the gas king. And in the lists of the richest senators, no Arashukov was usually mentioned. But in vain.

Who are the Arashukovs?

Media, blogs and telegram channels are now full of incredible details of the life, deeds and way of life of the Arashukov clan. Nothing special, the ordinary life of a wealthy Caucasian clan: pompous houses, dubious deals, renaming streets in honor of family members, hugs with Kadyrov, Turchak and Tina Kandelaki, local intrigues and showdowns, which are called local politics and business. And, of course, the “golden loaf” - during a search of Rauf Arashukov, among other things, a gold bar cast in the form of a hundred-dollar bill was discovered.

Senator Rauf Arashukov has the prefix “youngest”. In 2004, he became a deputy of the Stavropol City Duma, 11 days before the elections he turned 18 years old. He became the youngest deputy in the entire post-Soviet history of Stavropol, receiving 1885 votes. Higher education received in 2007, majoring in law. However, now, after the scandal, the question has arisen about documents that would indicate the end of Rauf Arashukov high school. It looks like no one has seen them.

Arashukov became a senator in 2016, when he turned 31. So, he again became the youngest - only now a senator. A year later, a small scandal broke out in the Federation Council - journalists unearthed information that Arashukov had a residence permit in the United Arab Emirates. The Federation Council conducted a thorough check and denied this information.

It's funny that a year later a criminal case was opened against Arashukov in the UAE on charges of falsifying documents. And at the time of Arashukov’s arrest, the Russian prosecutor’s office mentioned a residence permit in the UAE as an established circumstance that would help him escape.

Arashukov’s wife Aida is well known in secular circles; she positions herself as a clothing designer.

All this, of course, is very nice, but you can’t call it big business. The senator’s father, Raul Turkbievich Arashukov, director of the branch of Mezhregiongaz LLC in Karachay-Cherkessia, is responsible for big business in the Arashukov clan.

This is absolutely amazing fact. For Raul Turkbievich was twice convicted of economic crimes: in 1985 for fraud, which led to the theft of 4 tons of grain, and was sentenced to two years of suspended imprisonment, and in 1987 he was convicted of embezzling 5 tons of sunflower using forged documents and sentenced to two and a half years of imprisonment in a general regime colony.

It seems that Nazir Khapsirokov, an influential prosecutor and later adviser to the head of the presidential administration, Alexander Voloshin, played a significant role in Arashukov’s promotion. He trusted Arashukov Sr. and promoted him to the gas business. And, apparently, Raul Arashukov’s gas career was facilitated by the chief personnel officer of Gazprom Mezhregiongaz (now retired) Gennady Nikonov. Now Nikonov holds the post of adviser to the general director of Gazprom Mezhregiongaz, and he is now clearly in big trouble. But not only him: the Investigative Committee announced the detention of the heads of gas companies as part of the Arashukov case.

The case seems to look quite banal: theft of natural gas worth more than 30 billion rubles (according to the Investigative Committee). Arashukov Sr. is also charged with creating a criminal community and, of course, fraud.

Much more serious are the charges against Arashukov Jr., that is, a senator (he remains a senator, his immunity has only been lifted; only a court can deprive him of his status, or if he himself agrees to relinquish his powers). Rauf Arashukov is suspected not only of participating in the theft of natural gas and creating criminal group, but also in organizing the murders of the deputy chairman of the public youth movement “Adyghe-Khase” of Karachay-Cherkessia Aslan Zhukov and adviser to the President of Karachay-Cherkessia Fral Shebzukhov.

Aslan Zhukov and Fral Shebzukhov were killed in 2010 in Cherkessk. A resident of the republic, Rasul Adzhiev, was detained on charges of murdering Zhukov. He confessed and said that the murder was contracted, the customer was Rauf Arashukov.

The sister of the murdered Zhukov claimed the same thing (he allegedly refused to carry out Arashukov’s order to disrupt the session People's Assembly KCR) and Shebzukhov’s brother (he refused to comply with Arashukov’s demand to withdraw his candidacy for the post of chairman government of the Karachay-Cherkess Republic, for which he was beaten with bats and shot near his house). However, the case was delayed for a long time until the intermediary was detained. He was arrested in December 2017, and he gave evidence incriminating the senator.

But still, more than a year has passed since then.

How the Arashukovs quarreled with Miller

On January 18 of this year, the Arashukov Sr.’s birthday was magnificently celebrated at the Adiyukh Palace spa hotel (owned by the Arashukov family). He turned 59 years old. Until recently, it was not clear whether the birthday boy would appear at the celebration - an experienced and experienced man, he understood perfectly well that he could be arrested, criminal cases had already been opened, several people close to him were arrested.

He himself rarely appeared in Karachay-Cherkessia. But that time he showed up. They write that it was announced to numerous guests that all the problems had been resolved, agreements favorable for the Arashukovs had been reached with Gazprom top manager Kirill Seleznev and Gazprom head Alexei Miller.

This was a big mistake. Obviously, Moscow has long disliked how carelessly the Arashukov clan influences the situation in Karachay-Cherkessia and Kabardino-Balkaria, demonstrating its capabilities. What is allowed to Kadyrov cannot be allowed to everyone.

And since the Arashukovs are the gas kings, then Alexey Miller must deal with all this. His passivity in this matter has already caused a reaction: at the end of 2018, publications appeared that the Arashukovs were making a big deal to Kirill Seleznev, and through him, to Alexey Miller. Who might like this?

This is the first thing. And secondly, someone must be to blame for the catastrophic increase in gas debts of the North Caucasus republics. The Gazprom Mezhregiongaz Pyatigorsk company, which supplied gas to five republics of the North Caucasian Federal District (except Chechnya), suffered losses amounting to tens of billions of rubles. Its replacement in 2017 with separate structures of Gazprom Mezhregiongaz in each republic did not lead to anything, the debts only grew.

Ramzan Abdulatipov, the former head of Dagestan, claimed that the money collected for gas from Dagestan was “taken out in bags,” but after the arrest of the Deputy Prime Minister of the government of the republic, Magomedgusen Nasrutdinov, who was too meticulously interested in the formation of gas debts, this topic was no longer raised.

The problem with North Caucasian gas debts had to be solved somehow, but the culprit behind what was happening also had to be found. Do not interrogate the former curator of the North Caucasus on gas debts federal district Alexandra Khloponina. The time has come for the Arashukovs. You need to be more modest.

How Miller quarreled with Sechin

The fate of the Arashukovs was sealed. But such pathos, such ancient drama was never staged for anyone. Why? What really happened?

It would be strange to assume that now they will imprison everyone who makes money from gas. Or involved in contract killings. This way you can remain without parliament. Of course not. We need to look for who benefits.

The point, as usual, is Sechin. Sechin imprisoned the minister. And Miller imprisoned the senator. And his dad.

Sechin had sausages, baskets and endless Santa Barbara with his own court appearance. And Miller is staging an ancient drama with Bastrykin, Chaika and Matvienko. In both cases there is an additional bonus - the fight against corruption.

Miller did it. He is now like Sechin.

Miller and Sechin - yin and yang. Long-time rivals in the dispute over “what is more important” - oil or gas, and, therefore, who is more important.

Who is the main taxpayer in the country? The theme of tax dominance is a theme of influence and power. In 2013, Sechin said that he considered the difference in taxation between the oil and gas industries in Russia to be unfair. “I would like to wish Gazprom good luck and success. This is a big company, the basis of our economy, and [we would like] to give more taxes to the budget,” he said then. Arguments and exchanges of barbs occur constantly, especially in the face of Putin. He doesn’t interfere much, he clearly likes it.

Secondly, Sechin and Miller cannot forget something long ago - in 2004, Putin announced the merger of Gazprom with Rosneft. And Miller added that Yuganskneftegaz, sold for Yukos debts, will remain an independent state company. Bogdanchikov, the then head of Rosneft, at that moment stood under the cameras next to Miller and did not deny his words. But then Rosneft itself bought Yuganskneftegaz, and in an official press release Miller’s words were called his personal opinion. Who will forget this?

Thirdly, Rosneft is irritated by Gazprom’s monopoly on gas exports and its reluctance to share it with independent producers.

Fourthly, Rosneft and Gazprom are companies that, by law, have the right to develop the shelf. Therefore, when allocating shelf areas, the interests of companies often overlap. And how many times has it happened that Rosneft and Gazprom lay claim to 3-5 identical areas on the shelf.

And then Igor Ivanovich imprisons the minister. How will Alexey Borisovich answer?

Great move. It was beautiful with the senator. Yes, an antique production without a hitch. Even Chaika and Bastrykin teamed up for such a cause. And how will Igor Ivanovich respond to this? And Igor Ivanovich will answer. Another senator? Another minister? I don’t think so - other major playwrights will snap them up, but Igor Ivanovich is not big, he is outstanding. Although now there are two of them.

But if Igor Ivanovich is worthy of eating Alexei Borisovich, the public will only applaud. As well as vice versa.
