THE FUCKING COPS ARE FIRED. Yugra Deputy Andrey Milyaev received an answer to his request from the Russian Ministry of Internal Affairs! In January, Pyt-Yakh was “shaken” by the events that affected police officers. We would like to remind you that as a result of a prosecutor's inspection, and later an investigation by the Investigative Committee, it turned out that police officers abused detainees right in the duty station. According to the criminal case, the police used “Gestapo” methods, beating them and hanging them on a rack to a height of about 180 cm using handcuffs directly in the duty station of the Pyt-Yakha police department. Investigative Committee of the Investigative Committee for the Khanty-Mansi Autonomous Okrug-Yugra New Year starting with a criminal case according to clause “a”, “b” part 3 of article 286 of the Criminal Code of the Russian Federation (“Exceeding official powers with the use of violence and special means”) against three employees of the Department of Internal Affairs in Pyt-Yakh, who were suspected of torturing a detainee. A member of the KhMAO-Yugra Duma from the LDPR faction, Andrei Milyaev, addressed the head of the Ministry of Internal Affairs of the Russian Federation, Vladimir Kolokoltsev, and asked for the strictest measures to be taken against the leadership of the regional Ministry of Internal Affairs. “I ask you to conduct checks regarding compliance with the rights of detainees in other departments of internal affairs on the territory of the Khanty-Mansiysk Autonomous Okrug - Ugra, and also consider the possibility of making appropriate personnel decisions regarding the leadership of the Directorate of the Ministry of Internal Affairs of Russia for the Khanty-Mansiysk Autonomous Okrug - Ugra and the Department of Internal Affairs of Pyt- Yakh and the Nefteyugansk region due to the commission of similar crimes in these territories, which undermines the prestige of law enforcement agencies.” According to Andrei Milyaev, the responsible persons of the Ministry of Internal Affairs must be responsible for their employees - “What should we expect next? How the police became “cops”, and Pyt-Yakh became a criminal city

In Pyt-Yakh, the chief of police, Eduard Baydakov, was fired last week. There are still debates in the media about cause and effect!

January 5 on the website Investigative Committee Information has appeared that the RF Investigative Committee has opened a number of criminal cases against employees of the Pytyakh Department of Internal Affairs. And already on January 6, dozens of district and Russian media published the news that Pytyakh police were torturing detainees.

Our channel was in no hurry to share this information, since we understood that the negative situation created could undermine the authority of the law enforcement agencies of Pyt-Yakh and damage law and order in the city.

But the Internet is a powerful information wave that will still throw out the news, no matter how much you hide it.
Citizens who learned about the incident in the media tried to independently attach links to various topics. And later, the OTV Ugra program was released, which contained a video directly indicating that the police officers clearly exceeded their powers. Pyt-Yakh literally “blew up”! Social network thousands of comments flooded in, where police officers immediately became “cops.” The illegal actions of three people erased the many years of work of the entire Pyt-Yakh police.

In light of the events that took place, on January 27, the head of the Pytyakh Department of Internal Affairs, Eduard Baidakov, was relieved of his post.


How did it happen that the once best Department of Internal Affairs suddenly became the worst? And is this really so? Why was the chief of police, Eduard Baydakov, fired? Is this a requirement for certain instructions, or did he still have something to do with what was happening within the walls of the police and beyond?

Some media outlets say that, according to unofficial data, the episode that occurred in Pyt-Yakh is politically motivated. According to this version, the target of the campaign organized against the police was allegedly the head of the Department of Internal Affairs, Eduard Baidakov, who allegedly said that his activities did not suit his colleagues from other law enforcement agencies. But is this really so?

To understand at least a little, let's return again to the event that brought glory to our police and Pyt-Yakhna itself throughout the country.


Let us recall that at the end of December last year, the operational duty officer, his assistant, as well as... O. The head of the criminal investigation department used physical violence against one of the detainees. Having handcuffed the man, they fastened him high to the cell bars, so that the man was suspended by his arms. Another man was also shackled and placed in a cell, after which he was sent home without even drawing up a report. It should be noted that the people caught by the police were not any criminals - the victims were shift workers.

For these actions, all three police officers were detained and sent to pre-trial detention. However, today they have been released from custody pending trial.


Based on the seized video materials and testimony of witnesses, it was subsequently established that there were at least nine similar episodes of torture of people! The question arises: where was the chief of police, Eduard Baidakov, all this time? Where was he looking in the department assigned to him? Why didn’t he know what was going on under his nose, and why didn’t he control his subordinates?

As you remember, after watching the video, many noted that the police officers mocking people were looking directly into the camera. They did not hide their actions. Everything indicated that no one was watching the video recordings or taking disciplinary measures against their subordinates. Why weren't these people afraid of anything? Maybe Eduard Baidakov himself gave the go-ahead for such actions?


Eduard Baidakov arrived in Pyt-Yakh from Pokachi. In June 2015, he replaced the chief of police at Pyt-Yakh, Yuri Polishchuk. The head of the law enforcement agency, Vasily Romanitsa, himself introduced the new chief to the personnel, saying that: “This rotation was carried out taking into account the business qualities of the leader...” (It is unlikely that Romanitsa is thinking the same thing now).

Eduard Baidakov, before his appointment to Pyt-Yakh, held a similar position as head of the Ministry of Internal Affairs department for the city of Pokachi. His track record includes work in the criminal police units of the Department of Internal Affairs in the Beloyarsky district from 1998 to 2011, where he worked, first as a senior detective in the group for combating economic crimes, and then as the head of the criminal police.

Eduard Baidakov headed the Pyt-Yakh police for just over one year. But this time was enough to bring down not only the positive indicators in the work of the police, which before his arrival was considered one of the best, but also to let law and order in the city take its course.

To verify this, it is enough to compare two reports that were presented to the Duma of the city of Pyt-Yakh in 2015 and in 2016 by the heads of the Pyt-Yakh Department of Internal Affairs, Yuri Polishchuk and Eduard Baidakov.


REPORT 2015: “Police Lieutenant Colonel for the city of Pyt-Yakh Yuri Polishchuk noted that the activities of the Department of Internal Affairs of Russia in the city of Pyt-Yakh were assessed positively at the end of the year.
The number of registered crimes in the category “serious and especially serious” has decreased. The detection of crimes on duty has increased, accounting for 72.2% of the total number of crimes committed. DMIA officers have quickly identified suspects in 256 crimes. The head of the Department of Internal Affairs noted that the number of suppressed traffic offenses has decreased and the number of accidents with material damage has decreased. There were no deaths or accidents committed while intoxicated.
The report of the head of the Department of Internal Affairs was taken into account by the deputies.

But the deputies accepted Baidakov’s report with serious comments.

REPORT 2016: “From the point of view of assessing the crime situation and police work, the situation is quite contradictory. On the one hand, the number of crimes committed has decreased, on the other, a number of high-profile crimes have been committed. 3 murders were registered (last year 1), three cases of causing grievous bodily harm (last year 1), four robberies (last year 1), arson of other people's property. The situation in the area of ​​drug trafficking is also characterized by an increase in detected crimes. The number of crimes against individuals has increased, and from this we can conclude that the protection of public order in the city leaves much to be desired. There are no patrols on the streets at all. There are many accidents and drunk drivers on the roads.


At public meetings, which were once held by ex-heads Inna Tarasova and Rodika Stadler, townspeople increasingly raised questions about the shaky law and order in the city. Police officers responded by talking about a large staff shortage. This deficit arose precisely under the leadership of Eduard Baidakov. Competent specialists and veterans of the service left the police one after another.

According to the employees of the Department of Internal Affairs and the heads of the department, Eduard Baidakov is a weak leader. Discipline in the combat unit under him fell as well as the indicators of law and order in the city.
It is not surprising that this whole situation together led to the commission of a crime by employees of the Department of Internal Affairs, which led to the resignation of the head.

After only a year of Eduard Baidakov’s work in Pyt-Yakh, the statistics of figures inexorably began to speak of a critical situation - the Pyt-Yakh Department of Internal Affairs fell from the first position to almost the last!
During this time, almost the entire operational staff left, and the service of the district police officers decreased by almost half. PPS squads have practically disappeared from the streets.

According to official data from the department, the personnel decision to dismiss Baidakov was made by colleagues of the regional Ministry of Internal Affairs based on the results of work for 2016. Which is not surprising, since these results are quite deplorable.

Here are just a few of them:

Particularly serious crimes increased by 35%. The crime detection rate fell by 20%. Thefts increased by 60%. There are facts of rape, and causing grievous harm resulting in death. Hooliganism has increased by 100%. Administrative oversight has weakened.

Now Baydakov is on vacation. The post of acting head of the Department of Internal Affairs of the city of Pyt-Yakh is occupied by Roman Simonov. Previously, he was Eduard Baidakov's deputy.
After the former chief police officer of Pyt-Yakh returns from his next vacation, a decision will be made to transfer him to another unit in another city, where he will “try” for other citizens.

The events that took place led to a decrease in the percentage of trust in the police among many torture residents. But it’s worth thinking about whether this is fair, and how objective the distrust is. Is it worth judging the entire Pyt-Yakh police because of a few people?

We are sure that in the Pytyakh Department of Internal Affairs there are many honest employees who really do their duty as expected. These guys protect our lives without days off or holidays. We hope that with the arrival of the new head of the Department of Internal Affairs, order and peace in Pyt-Yakh will be restored, and the citizens of Pyt-Yakh will respectfully say “policemen” and not “cops.”
