Are all dedicated lanes open to traffic on weekends? , if you cross a solid marking line between the lanes? What is the coverage area of ​​the “No Parking” sign and the “Tow Truck Operating” sign? Not all drivers in the capital know the answers to these and other questions. Kommersant explains what risky situations may arise on Moscow roads.

Dedicated lanes on weekends

The first dedicated lanes, launched in Moscow in 2012-2015, operated exclusively on weekdays, as drivers were informed about by information sign 8.5.2 “Working days” (popularly referred to as “hammers”). Over the course of several years, several dozen “dedicated lanes” were opened in the capital, and most motorists got used to entering the lanes on weekends, without even looking at the signs.

As it turned out, in vain. Dedicated lanes opened for bus traffic as part of the Magistral project (launched in September 2016) are open on weekends too. Thus, even on Saturday or Sunday, driving into such a dedicated area is fraught with a fine of 3 thousand rubles. “Letters of happiness” have already been received by many motorists who did not pay attention to the absence of “hammers”.

Kommersant requested information on dedicated lanes from the Moscow Department of Transport (dedicated lanes are introduced by order of this department). They confirmed that on some lanes “for safety reasons traffic» Traffic is prohibited on weekends.

Drivers need to be more careful on the following sections of streets where the lanes are open seven days a week (data from the Moscow Department of Transport):

  • Old and New squares;
  • Tverskaya Zastava Square;
  • Teatralny Proezd;
  • streets Okhotny Ryad, Mokhovaya, Pokrovka, Maroseyka, Varvarka, Vozdvizhenka, Bolshaya Polyanka, Prechistenka, Solyanka, Slavyanskaya Square;
  • Solyansky and Lubyansky passages;
  • Sretenka streets and Bolshaya Lubyanka;
  • Yauzsky, Pokrovsky and Chistoprudny boulevards;
  • small areas on the Garden Ring and several adjacent intersections (Malaya Dmitrovka, Dolgorukovskaya, Barrikadnaya, Bolshaya Nikitskaya, Krymsky Val, Koroviy Val).

Dedicated roads, which can still be used on weekends, also contain a certain catch. The fact is that they are separated from the rest of the stripes by a single continuous marking line. According to traffic regulations, it is prohibited to cross this marking (you can only leave the marking at break points or at intersections). However, in fact, this rule is ignored by many motorists, since until recently they were not fined for this.

Now, based on data from cameras, the traffic police are actively punishing people for crossing markings in the wrong places, including on dedicated lanes on Saturday and Sunday. Resolutions are drawn up under Part 1 of Art. 12.16 Code of Administrative Offenses of the Russian Federation (failure to comply with the requirements prescribed by road signs or road markings): fine 500 rubles. or 250 rub. with discount. According to Kommersant, last year about 120-130 thousand such fines were issued against car owners who did not pay attention to the markings when entering designated lanes. Taking into account the plans of the capital authorities to install an additional 500-700 cameras in Moscow, it can be assumed that fines for marking will soon be more frequent.

Lawyer of the Society for the Protection of Motorists' Rights Ravil Akhmetzhanov: “There is uncertainty in the difference between the requirements of GOST R 52289−2004 and the text of the appendix. 2 to the traffic rules of the Russian Federation. According to the standard, a solid marking line can separate a dedicated lane, which is also indicated by a road sign. Consequently, if there is no dedicated lane on a weekend, then the markings do not seem to separate anything. Alas! In adj. 1 to the traffic rules there is not a word about the fact that this marking line can separate the designated lane. Therefore, violation of it can be punished. In addition, if the road sign “lane of route vehicles” is not valid on a weekend, then at any time the traffic police can recall the marking in the form of the letter “A”, which is in effect constantly and also indicates a dedicated lane. As a result, in theory, it is possible to punish everyone who drives on this lane on weekends and holidays.”

Area of ​​operation of the “No parking” sign

Several non-obvious situations are associated with the operation of a sign prohibiting stopping or parking a car (3.27 and 3.28, respectively). Quite often it happens that at the same time as such a sign, yellow markings of type 1.4 are applied to the road. Many drivers think that at the end of this marking the restricted zone ends. They think correctly, since this follows from the traffic rules:

For signs 3.27−3.30, install repeated signs 3.27−3.30 with plate 8.2.3 at the end of their coverage area or use plate 8.2.2. Sign 3.27 can be used in conjunction with marking 1.4, and sign 3.28 - with marking 1.10, while the coverage area of ​​the signs is determined by the length of the marking line.


Moscow is actively developing public transport and is trying with all its might to drag motorists into it, urging them to give up their personal cars. The Department of Transport believes that this should improve the situation with traffic jams in the city.

In addition to the fact that the authorities abolished free parking on Sundays, seriously increased its cost (up to 370 rubles/hour) on a number of streets in the center, they came up with a new restriction for motorists.

Until today, almost all dedicated lanes for public transport were available for simple vehicles to travel to on weekends. The only exception was a short section on the Yaroslavskoye Highway: there, driving on the allocated lane was prohibited on Saturdays and Sundays, as well as on a number of streets in the city center.

Last weekend, the Traffic Management Center dismantled additional information signs 8.5.2. (“Only on weekdays”) on dedicated lanes on Leninsky, Lomonosovsky and Nakhimovsky prospects.

As explained to “Behind the Wheel” in the capital’s Traffic Management Center (TCO), the daily operating hours will be introduced from April 14, 2019 on five dedicated lanes passing through areas where there is no alternative mainline transport. Today, 244 suburban and urban routes pass through them. Buses, electric buses and trolleybuses on these routes transport more than 600 thousand Muscovites every weekend, and about 130 thousand trips are made by taxi.

According to representatives of the data center, the introduction of daily operation of dedicated lanes will also reduce the arrival time of emergency services.

By April 14, five dedicated lanes will be dismantled road signs with the image of hammers (plate 8.5.2. “Working days”). Drivers will also be informed about changes in the operating modes of dedicated lanes by light displays on highways and by Highway Patrol crews who will be on duty on weekends in these dedicated lanes and warn motorists. Car owners will also be warned by mobile information boards of the data center, which were used during the 2018 FIFA World Cup. In addition, information will be available by calling the contact center: 3210 (free call for MTS, Megafon, Beeline and Tele-2), posted on the Unified Transport Portal and in the navigation systems Yandex.Maps and Yandex. Navigator" and others.

Today, Moscow already has a number of dedicated lanes operating daily. They are mainly located in the city center. These are areas such as: Bolshoy Kamenny Bridge, Lubyanskaya Square, Tverskaya Zastava Square, Teatralny Proezd, Okhotny Ryad, Mokhovaya St., st. Pokrovka, st. Maroseyka, st. Varvarka, Slavyanskaya square, st. Prechistenka, Solyanka street and Solyansky proezd, Sretenka and Bolshaya Lubyanka streets, Malaya Dmitrovka street, Dolgorukovskaya st., Barrikadnaya st., Bolshaya Nikitskaya st. and others.

Earlier, the head of the capital's department of transport, Maxim Liksutov, stated that the dedicated lanes are increasing average speed by 15–20% and reduce the number of accidents involving public transport by 20–25%. Today, the total length of dedicated lanes in Moscow exceeds 344 kilometers.

The reorganization led to a dead end: concrete blocks installed at the usual exit from the Garden Ring to Leninsky Prospekt, cause a lot of inconvenience to drivers. In order to still get to their destination, they have to zigzag and stand in traffic jams. But experts assure: the measure is temporary. Why did you need to change something, and when will you be able to drive freely?

Some drivers, out of habit, turn on the turn signal in the direction of the exit to Leninsky Prospekt, but the concrete blocks make the attempt to turn futile - they have to drive further along the Garden Ring. Where there was a turn recently, there is now a dedicated lane for public transport.

- The traffic is terrible! A traffic jam is created. Here is an empty lane - and here is a traffic jam!

For two weeks now, there has been only one exit to Leninsky Prospekt - on the outer side of the Garden Ring. There is a small announcement on the inside, which, however, not everyone has time to notice.

The navigator tells you: in order to get to Leninsky Prospekt, you need to drive about a kilometer along Krymsky Val, then onto Zubovsky Boulevard, in the Prechistenka area, turn around, and only after that will you be able to get to your usual route.

In the Prechistenka area there is a U-turn sign and a traffic light, but cars only go straight. Drivers found a new place to maneuver - after two or three rows, exposing their sides to the oncoming traffic, the cars, as they say, seep into the dense traffic. This is incredibly difficult to do, so the traffic jam begins at the Crimean Bridge.

“The turn should be made in the area of ​​the traffic light facility at the intersection with Prechistenka Street. And if this had been organized and orderly, then perhaps the traffic situation in this place would have been different,” says a leading expert at the Center for Transport Modeling of the Institute of Transport Economics and Transport Policy HSE Alexander Sukhotin.

This is to blame for the broken line on the dividing strip that appeared in this place. These markings were applied according to the plan of the new traffic management scheme. This is where the path from the inside of Sadovoy to Leninsky Prospekt will be. However, the reconstruction of the site has not yet been completed.

In about a week, two traffic lights and a small backup will be installed on Zubovsky Boulevard. In order to turn around, you will need to drive into the so-called pocket, wait for the green traffic light and make a maneuver. Moreover, dangerous traffic along the Garden Ring will be blocked at this moment.

It is unlikely that traffic jams in these areas will disappear, but, according to calculations by data center specialists, the exit time to Leninsky Prospekt will be noticeably reduced. Whether these forecasts will come true will become clear in a week, when the new scheme starts working.
