Last year, 322 orphans received apartments, but there are more than 2,700 people on the waiting list. Free receipts from the federal budget amounted to 2,292,212.80 thousand rubles, subsidies to the budgets of constituent entities of the Russian Federation and municipalities were determined in the amount of 569,201.00 rubles.

The Chairman of the Accounts Chamber of the Republic of Dagestan Bilal Dzakhbarov spoke on the draft law. The law was adopted in the first reading.

After a break, during which work on this bill continued in parliamentary committees, Chairman of the Committee on Budget, Finance and Taxes Seifulakh Isakov spoke. After this, the draft law “On Amendments to the Law of the Republic of Dagestan “On the Republican Budget of the Republic of Dagestan for 2018 and for the planning period of 2019 and 2020” was adopted in the second final reading.

Then the head of the Administration of the Head and Government of the Republic of Dagestan for issues civil service, personnel and state awards, Artur Israpilov spoke on the issue “On the appointment of D. R. Aliyev to the post of Commissioner for Human Rights in the Republic of Dagestan”, introduced by the Acting Head of the Republic of Dagestan.

In accordance with the legislation and the Rules of Procedure of the People's Assembly, the candidate for the post of Commissioner for Human Rights, Jamal Aliyev, addressed the People's Assembly with short program upcoming activities.
Deputies approved this candidacy.

Upon taking office, the Commissioner took the following oath: “I swear to protect the rights and freedoms, legitimate interests of man and citizen, to conscientiously fulfill my duties, guided by the Constitution of the Russian Federation and the Republic of Dagestan, the legislation of the Russian Federation and the Republic of Dagestan, justice and the voice of conscience.”

At the session, in the second intermediate reading, the draft law “On objects of intangible cultural heritage in the Republic of Dagestan."

Deputy Chairman of the People's Assembly Committee on Education, Science, Culture, Youth Affairs, Sports and Tourism Anna Bezrukova explained that the bill is aimed at preserving and restoring the traditions of folk spiritual and material culture through the use of software and methods, effective organizational and financial support. The law was adopted in the second non-final reading; the committee decided to continue working on its improvement.

A number of bills were adopted in the second final reading.
These are draft laws “On amendments to the Law of the Republic of Dagestan “On the organization of major repairs of common property in apartment buildings in the Republic of Dagestan”; “On amendments to the Law of the Republic of Dagestan “On the transfer of land plots in state ownership of the Republic of Dagestan and municipal property to housing construction cooperatives”; “On amendments to Article 25 of the Law of the Republic of Dagestan “On the protection of the health of citizens in the Republic of Dagestan.”

Such draft laws as “On Amendments to the Code of the Republic of Dagestan on Administrative Offences”, “On Amendments to the Law of the Republic of Dagestan “On Specially Protected Natural Areas””, “On Amendments to Article 39 of the Law of the Republic of Dagestan “On the Budget Process and Interbudgetary Relations in the Republic” Dagestan” were adopted in the first reading.

Acting Minister of Labor and Social Development of the Republic of Dagestan Rasul Ibragimov spoke on the draft law “On the consumer basket in the Republic of Dagestan”. In accordance with changes in federal legislation, the consumer basket remains unchanged until December 31, 2020.

The draft law “On the redistribution of powers between local self-government bodies of municipalities of the Republic of Dagestan and bodies state power Republic of Dagestan", which, at the proposal of the relevant committee, was rejected by deputies.

The session also considered the protest of the prosecutor of the republic against the draft law “On combating corruption in the Republic of Dagestan”, changes were made to the resolution of the People’s Assembly of the Republic of Dagestan “On the creation of the Youth Parliament under the People’s Assembly of the Republic of Dagestan” and the Rules of Procedure of the People’s Assembly of the Republic of Dagestan.

In conclusion, Khizri Shikhsaidov congratulated his colleague, Deputy of the People's Assembly of the Republic of Dagestan Davud Suleymanov, on his 60th birthday, wished him good health, prosperity and success in his work.
