    Under the compulsory medical insurance policy throughout Russia (regardless of where it is issued), you can receive free Medical services are provided in medical organizations participating in the implementation of territorial compulsory medical insurance programs to the extent established by the basic compulsory health insurance program.

    Since 2011, Russia began to use a uniform compulsory health insurance policy - a plastic card, which, unlike previous samples, contains a chip with the patient’s personal data. The card also contains a photo and personal signature of the owner, which makes it difficult for unauthorized persons to use it.

    As explained by the Moscow City Compulsory Health Insurance Fund, the new policy is more convenient for health workers if a person goes to a clinic or hospital other than their place of residence.

    Do I need to issue a new policy before November 1st?

    As reported by the Compulsory Medical Insurance Fund, all types of policies previously issued in Russia are perpetual, be it a paper document or an old-style plastic card. Medical assistance under compulsory health insurance programs will be provided in full.

    There is no time limit for obtaining a new policy. Therefore, it is not at all necessary to exchange old policies for new ones before November 1.

    According to the law on compulsory health insurance in the Russian Federation, old models of policies are valid until they are replaced with new ones.

    In fact, before November 1, you need to change the insurance company if for some reason the citizen is not satisfied with it. After November 1 until January 2019, this cannot be done. Such a pause, in accordance with the law, occurs every year. You can change your insurance company once per calendar year.

    In what cases is the policy changed?

    A person can change the policy if its format is paper. This will be appropriate, since the barcode located on a piece of paper may be erased, the form itself may become wrinkled, and such a policy cannot be laminated. A plastic card is easier to use (the old style green plastic card can also be replaced).

    You can also change your policy together with the insurance company. If the latter does not suit you, you can choose a better organization.

    If a citizen’s personal data (last name, first name, patronymic, date and place of birth) or gender has changed, he will have to receive a new policy within a month. In the case of a new place of residence, the policy does not change, but changes are made to the information about the insured person.

    If a citizen has lost an insurance document or inaccuracies are found in it, he will also be issued a new policy.

    Replacement of the policy is free of charge.

    How to get a new type of policy in Moscow

    To change your policy, you need to contact the insurance company or the MFC.

    An application and the following documents will be required:

    Passport (original + copy),

    Photo for later placement on the card,

    Old policy.

    To get a policy for a child, you will need the parent’s passport, the child’s birth certificate and his SNILS. In this case, newborns up to 30 days after registration of birth are covered under the mother’s policy.

    Now any clinic providing emergency care or long-term treatment, as well as local doctors coming to your home for an examination, will definitely ask you to present a passport and medical insurance. This is a document issued by an insurance company to receive medical services free of charge.

    To make it convenient, comfortable and practical, it was decided to improve the existing document. Further in the article we will learn in more detail what a new plastic compulsory medical insurance policy card is, the place where it can be obtained and who has the right to take advantage of such an innovation.

    The issue of compulsory health insurance has always been relevant, and in order to receive free help it was necessary to take out an insurance policy. Control over this was previously assigned to employers, student organizations, school and preschool institutions.

    In 2011, the system for introducing compulsory insurance for citizens began to transform and, in order to unify and regulate the process of issuing forms, they decided to issue a single perpetual compulsory medical insurance policy on blue paper.

    It is issued on a sheet equal to A5 format and is valid throughout Russia, regardless of place of residence and registration. But, the use of paper insurance, unprotected from mechanical damage, is impractical.

    But since 2015, medicine has been able to change its approach and found a solution to this problem. Now policyholders have begun to be issued an electronic compulsory medical insurance policy. It looks like a plastic card equipped with a chip, which contains all the information about its owner.

    The essence of this decision is simple: everyone who, under mandatory conditions, was issued by insurance companies with policies that have a limited validity period, after its expiration, has the right to apply there in order to receive a new insurance with an electronic medium.

    What does the new compulsory medical insurance policy look like?

    The new compulsory medical insurance policy is in the format of a regular plastic card, similar to a bank card, which we use every day to manage our own funds.

    Its single sample is decorated with the colors of the Russian tricolor, and on the front side there is the following information:

    1. Image of the coat of arms of the Russian Federation;
    2. Insurance system logo;
    3. Chip and policy number;
    4. SK name.

    All personal information is indicated on the back side. Here is a photo, full name, date of birth and gender. You will be asked to sign. When looking at this form, you will definitely notice a hologram confirming the authenticity of the insurance.

    There is also a telephone number of the fund that issued the document. The validity period of the compulsory medical insurance policy is 5 years. That is, after this time you will have to exchange the card again.

    Difference from paper

    New medicine with such insurance allows you to receive free treatment, defining the list of services available to the consumer. So, when going to clinics, medical institutions, hospitals in our country, we have the right to service, assistance, and provision of certain medications.

    Not all regions are ready to accept modern system and take advantage of it. Thus, the lack of complete data about your company can seriously complicate treatment and provoke additional difficulties. But the new policy has a number of differences from the old one.

    1. Size. The small format allows you to receive a plastic card and store it in a wallet or passport cover, which is more convenient for the owner. When the paper version was not allowed to be laminated or folded crosswise, it required special handling.
    2. Material. The electronic compulsory medical insurance policy has a plastic base and is practically not subject to mechanical or physical influences. Paper insurance is easy to wrinkle.
    3. Data security. In the new Compulsory medical insurance program protection is provided against the use of services by other persons, since the citizen’s personal information is now printed on the card, as well as a photo is posted. Such insignia and chips make it possible to create a unified information base of policyholders.

    Where to get a plastic compulsory health insurance card

    The compulsory medical insurance system extends throughout the Russian Federation, therefore all citizens can protect their lives. This means that the working population, pensioners, students and schoolchildren, and even newly born babies and the unemployed can count on protecting their health.

    Insurance companies

    Compulsory medical insurance allows you to choose your own insurance company. This means that if you are not satisfied with the quality of the services provided, then replacing the insurance agent is possible once a year.

    There are many companies working in the field of insurance of citizens, here are some of them:

    1. "VTB Medical Insurance"
    2. "Spassky Gate -M";
    3. "Ingosstrakh-M";
    4. "RGS Medicine";
    5. Uralsib;
    6. “Consent -M”, etc.

    The list may be endless, but they are all suitable for protection. The rating of their popularity changes depending on the requests of insured citizens, but these are huge companies and it will be more convenient to get a new type of policy here.

    Registration of a new electronic policy

    The new compulsory medical insurance policy, as you already understand, looks like a plastic card. But it's not important appearance insurance, and how it is issued and the list of documents required in the future.

    You will be asked to present:

    1. Passport of a citizen of the Russian Federation;
    2. An application filled out on the form of the insurance company engaged in protection;
    3. When applying for a new type of insurance for a child under 14 years of age, metrics (birth certificate) are required.

    In 2018, you can protect yourself and get a card within 30 days. During this time, the policyholder is given a temporary certificate, which replaces the card, but it also contains the number and series, as well as personal data.

    So, if during the allotted time to prepare the card you will have to receive help or treatment, be in a hospital, buy medications, consult a doctor, then feel free to use temporary insurance.

    When filling out the application, write down the phone number to contact the operator. Compulsory medical insurance policies are usually changed quickly, no more than 11 days. But try to control the whole process yourself and don’t wait for someone to call you; for these purposes, take the operator’s number.

    Pros and cons of new policies

    We told you how to replace compulsory medical insurance by last name with a new plastic format, but how to use such a document? The opportunities that a plastic card provides have not yet been fully implemented in many regions and therefore there is a possibility that you will not receive proper treatment and the required services for free. The table shows some of the pros and cons of both types of protection.

    Type of insurance Advantages Flaws
    Old sample Right to make changes to the form Inconvenient to use
    Commonly used by medical professionals Possibility to receive services from third parties
    New sample Mobility, durability, ease of use Lack of device in medical institution for reading the policy
    High level of protection When changing data, be sure to get a new policy
    No outside use Not every insurer is able to issue a new policy

    Both insurances have equal legal force and are not subject to any differences in medical care.

    Moscow and region

    Compulsory medical insurance points allow you to obtain a policy. And this is allowed both during the initial application and for other reasons.:

    • When changing personal data. Marriage, a different place of residence, a first name or patronymic necessarily contributes to the new (re-) entry of information;
    • Incorrectly entered information. When applying for insurance, the operator made an inaccuracy that requires it to be replaced;
    • If it is lost. There are many reasons for such an accident. But, if a loss occurs, write an application for restoration;
    • Indecent state. If you understand that the document is damaged and in obscene condition, it must be replaced.

    Places for obtaining compulsory medical insurance policies in Moscow are mainly associated with the addresses of insurance companies.

    In the Moscow region, it’s easier to apply for and find out if a compulsory medical insurance policy is ready at MFC branches, at addresses such as:

    • Shchelkovo, st. Svirskaya, 2 A;
    • Orekhovo-Zuevo, st. Lenina, 96 A;
    • Lyubertsy, Oktyabrsky Avenue, 190;
    • Balashikha, st. Sovetskaya, 4.

    Where is the number and series located on the policy?

    For the insurance organization where the cards are issued, there is no difference between citizens and their status. This means that an unemployed or retired person, a school student or an ordinary worker has the right to use the services of the compulsory medical insurance policy on an equal basis. Therefore, the appearance of the card is uniform. Only insurance issued for a child under 14 years old is eligible for the exception.

    In the case of a child's card, the child's photo is not posted. On the front side of the card there is a series and number of the compulsory medical insurance policy in the form of a 16-digit code. Due to the chip on which the information is stored, the devices quickly recognize the data and identify the owner of the insurance. So, if you lose a card after replacing it from paper to plastic, you can use the number to restore all the data and the card itself.

    What is the validity period of the new compulsory medical insurance policy?

    Early replacement is made only in the event of a change in information or in case of loss. How to restore the compulsory medical insurance policy in this case? Report the incident to your insurance organization, take your passport and write an application. There they will quickly help you restore the document.

    The new insurance format has limitations, which means its usefulness will extend for no more than 5 years. You can determine the expiration date of your card by looking at the back of it. When the specified period begins to come to an end, a replacement is required.

    The replacement process will not take much time, since the list of documents will not change. All you need to do is write an application and wait for a new card within 1 month.

    By paying compulsory medical insurance contributions to the employer, we have the right to independently choose the institution where we are ready to receive services, the insurer, and even between types of insurance. Everyone can independently determine which of them is convenient, and the order of further actions will depend only on your decision.

    According to the legislation of the Russian Federation, every resident of the country must have an insurance policy for medical protection. To do this, when filling out an application, a document is issued confirming the existence of such an agreement with a certain company. In connection with the emergence of its new forms, the need arose to switch to them. How to change an old-style compulsory medical insurance policy to a new one will be explained in this article.

    The requirements for drawing up a health insurance contract are described in Section 3 of the Compulsory Medical Insurance Rules. They also specify its types and data that must be recorded. That is, the information has a standardized form. In 2018, policyholders may have several contract options on hand:

    • paper A5 format
    • plastic, similar to bank cards
    • plastic – universal electronic card (UEC)

    At the beginning of 2017, the release of the UEC version was suspended. From this period, it is not considered mandatory for provision, although it was planned to switch to service in government institutions using them, as well as as a travel ticket or wallet. Thus, on the territory of the Russian Federation today the most relevant are the regular paper version of the new sample and the plastic card. The latter is not accepted everywhere, as it requires a reading device.

    New sample policy and its features

    The new compulsory medical insurance policy is:

    • paper version, printed on blue form (introduced in 2011)
    • electronic plastic card (used since 2014)

    It doesn't hurt to have both options, since in case of loss you can use the second option. Different insurers have the same type of policies. This is an A5 form on the second side of which information about the insurance company itself appears. Many insured persons are wondering where the policy number and series are located, since this information often required to fill out documents. On a plastic card it is printed on the front side. On the paper version of the new sample it is also on the front. At the same time, there is now no series, like the old policies, there is only a sequence of 16 digits.

    The document is issued in one copy. If there is a loss or the paper is lost, do not worry, as it is not difficult to restore it or write an application to get a new one.

    The advantages of owning new types of compulsory medical insurance include:

    • When taking out a policy, the rights of a person who is a citizen of Russia with regard to medical care opportunities are expanded. Thus, assistance should be provided to him anywhere in the country, regardless of the registration address in the passport
    • services are provided not only in public institutions, but also in private ones
    • the introduction of an electronic system for recording patient data allows for faster service by the registry department
    • To enter data on a change of surname and registration address, the issuance of a new policy is not mandatory
    • An electronic card can be issued to all clients of insurance companies. This does not depend on a person’s employment, since medical insurance also applies to unemployed citizens

    As a rule, the list of services provided under compulsory medical insurance is standardized. If you want to increase or expand their list, you can apply for additional VHI insurance. This is a voluntary, optional type that costs more depending on the amount of insurance coverage. Its possession extends to the use of even assistance abroad, allows you to be served without waiting in line, except in cases that are subject to restrictions on this issue.

    How long is the policy valid?

    Cards are issued by insurance companies with no expiration date for users. Paper versions were previously issued for a period of 1–5 years. New options also have no restrictions on use. They are issued to persons who apply for them for the first time (newborns, foreigners). Others receive them as a result of applying for a replacement or restoration of loss.

    There are other conditions that affect the need for replacement:

    • change of surname
    • passport replacement

    Important! The use of an expired policy is not a reason for refusal of service, but it can be a problem when preparing some documents.

    Replacing an old-style policy with a new one - procedure

    The essence of the process of replacing an old insurance policy with a new one is to write an application setting out the request and submit it to the insurer. Based on this, the old contract is canceled and a new one is issued. At the same time, you do not need to pay for registration, the form or card itself. If any data has been changed since the initial application (registration, last name), then you need to provide a document confirming this. If the goal is to replace not only the compulsory medical insurance policy, but also the insurer from whom the service is provided, then you need to collect a complete set of documents and go to the right company.

    Important! A change of insurer can be made no more than once a year. Calculation begins on November 1 of each year.

    The general list of actions to replace the compulsory medical insurance agreement is as follows:

    1. Find an insurer. If there is no goal to replace him, the application is made to your own insurance company. When searching for a new one, you can be guided by the reviews of friends, the convenience of its location, the rating in the list of other insurers, including the percentage of payments
    2. Collect documents. These include the old policy and other documents in accordance with the list below
    3. Come to the office in person or apply online to write an application and submit copies of documents
    4. Receive a temporary version of compulsory medical insurance for a period of 30 days
    5. Visit the office to sign and receive the original insurance. This also applies to the option with remote ordering, since you need to sign in person

    Important! A citizen of the Russian Federation has the right to independently choose an insurer. Assistance should be provided without being tied to a specific representative, despite the fact that cooperation agreements may not be concluded with everyone.

    Required documents

    When issuing, the applicant’s status and age are taken into account. Depending on this data, the main package of documents is formed. Let's consider options for different applicants:

    1. Children. These include newborns and up to 14 years of age. They require:
    • birth certificates
    • ID card from one of the parents or persons legally representing them (guardians)
    • power of attorney, if the application is made on behalf of the above category of persons
    • SNILS (parents are not required for the paper version and are needed for the electronic version)
    1. For a foreigner:
    • refugee certificate, if such status has been issued
    • passport or other identity document
    • document confirming the legality of stay in the country
    • place of registration
    • SNILS if available

    For Russians over 14 years old, an identity card, SNILS, and a document confirming registration are required.

    Registration deadlines

    According to unofficial statistics, the time required to wait for the issuance of the original compulsory medical insurance policy is 10 days. Depending on the insurer’s workload, the period increases to 1.5 weeks, but the maximum is 30 days (clause 5 of the Compulsory Medical Insurance Rules). The same period is established for the activity of a temporary option, which is issued at the client’s request after completing all the papers and submitting an application. If you apply through MFC centers, the time frame may be longer by 2 days, since postal delivery is also required.

    Conditions for mandatory replacement

    The list of conditions, the consideration of which requires the implementation of actions to replace the policy, consists of the following list:

    • change of surname
    • change of place of residence, and, accordingly, registration
    • change of data on place of birth, date
    • if there is an error in the policy data
    • moving to another job (not always relevant)

    Conclusion

    Based on the above, it should be concluded that they will not necessarily replace the old policy with a new one.
